FinOps leads and the executive sponsors of a cost programme, who need a defensible measure of progress rather than an assertion of it.
How it works
Computed from state, not from a questionnaire
Tagging compliance is measured by scanning real resources. Commitment coverage comes from real purchases against real usage. Waste elimination comes from the actual finding backlog.
This is what makes the score resistant to optimistic self-assessment.
Eight dimensions are weighted, summed to a score out of 100, and mapped to one of three bands. The roadmap then ranks improvement actions by the points each would gain — so effort goes where it moves the score most.

Tagging, commitments, and waste elimination together carry 60%. If your score is low, it is almost certainly one of these three — not a uniform weakness across all eight.

How to use it
Compute the initial score and record it as your baseline
Do this early — you will want the before-picture later.
Read the per-dimension breakdown
A low overall score is almost always driven by one or two dimensions rather than uniform weakness.
Work the roadmap in the order presented
It is already ranked by points gained per action. Reordering it by intuition usually wastes effort.
Recompute monthly and track the trend
The direction matters more than the absolute value.
Use the score in leadership reporting
As the programme's headline progress measure.
Why it matters
FinOps programmes are difficult to justify precisely because their progress is hard to measure — savings fluctuate with estate size and business growth, so a good month and a bad month can look identical.
An objective, computed maturity score gives a programme a defensible narrative of improvement.
And the weighted roadmap prevents the common failure of spending months on a dimension that contributes five percent of the score.
