Why this module has to exist
Because each workspace is an isolated data boundary, cross-workspace questions cannot be answered from inside any single one. This module aggregates across all of them.
It reports not only spend but control adoption — which workspaces have policies, budgets, connected accounts, and active optimisation. That is what reveals where a programme has taken hold and where it has not.
